The University Research and Extension Council (UREC)
The management of research and extension activities in the University is vested on the University Research and Extension Council (UREC) which is directly under the Office of the President to be assisted by the research and extension offices at the University and campuses, and the Integrated Research and Training Center.
Composition. The University Research and Extension Council is composed of the President as Chairman, the Vice President for Research and Extension as Vice Chairman, the Directors of the University Research and Extension Services as Co-Secretary-Members. The other members include: the Vice Presidents for Administration and Finance, Academic Affairs, and Planning and Development and Information Systems; the Directors of Research and Extension from the campuses, and the Administrative Finance Officer of the University.
General Functions. The UREC serves as an advisory body that assists the Office of the President in setting directions, planning, fund allocation, and review and/or recommend policies and guidelines for research and extension activities of the entire University.
Specific Functions.The UREC has the following specific functions:
- To identify the research and extension mission of the University;
- To develop the general and specific guidelines and mechanisms pertaining to the proper conduct of research and extension activities;
- To determine the research and extension priorities, both long term and short term, in the different areas of research and extension concerns;
- To allocate the available funds for research and extension activities;
- To review and recommend any amendment to improve the established policies and guidelines for research and extension.
Meetings. The UREC shall meet at least twice a year to decide important matters pertaining to R&E. The first shall be preferable in January to February to identify annual research and extension priorities for the current year and to review previous research and extension undertakings and other matters. The second shall be held preferably in November to December to act on research and extension proposals that were packaged for funding the following year and succeeding years and other pertinent matters. Special meetings can be scheduled by the Chairman within the year whenever necessary.
