Caparas names the new Vice President for Planning, Development, and Information System

LabuguenThe officials, faculty, staff, students, and other constituents of the Technological University of the Philippines mourned for the passing of a university champion in the person of Dr. Julian O. Marquez, Jr. former Vice President for Planning, Development, and Information System (PDIS). With Dr. Marquez’s permanent absence, TUP President Dr. Olympio V. Caparas created a selection committee to evaluate the applicants and recommend the successor of Dr. Marquez. On June 16, 2010, Dr. Caparas issued TUP Order No. 52 s. 2010 to officially designate Dr. Florida C. Labuguen as the new advocate for the top post of PDIS.

Dr. Florida C. Labuguen, current Director of National Service Training Program (NSTP) is an active community extension worker since 1975. Before assuming the post as Vice President for PDIS, Dr. Labuguen has served as Director of the University Extension Service from 1997 to 2009.

Dr. Labuguen currently holds a Professor 6 item and has been with the University since 1989. She started in the University as an Assistant Professor serving as a staff at the UES Office under the leadership of Dr. Cristeto Bonilla. Since then, she exerted unparalleled dedication in extension services of the University. In 2001, she was awarded the Outstanding Extension Worker of the University. And in 2009, she was honored as an Outstanding Community Worker of the Universal Peace Federation, an international organized based in USA.

Dr. Labuguen earned her bachelor’s and master’s degrees in home technology at Isabela State University, while she obtained her Doctor of Education degree at Eulogio Amang Rodriguez Institute of Science and Technology (EARIST). Dr. Labuguen’s credibility as an extension worker is a mere proof of the many invitations she received to serve as resource speaker, lecturer, and consultant in the context of extension services and programs in colleges and universities, particularly among State Universities and Colleges (SUCs). Moreover, Dr. Labuguen has published various articles concerning community development and extension programs and a work text entitled “Towards a Responsive Community Action (A Modular Work Text in NSTP 2 for Trainers and Students)”. Currently, Dr. Labuguen is the President of the Philippine Society of NSTP Educators and Implementers, Inc. (PSNEI, Inc.) whose members are faculty trainors, NSTP Directors, Coordinators and extension workers in the different colleges and universities in the country.

“I am grateful to Dr. Olympio V. Caparas for the trust and confidence he showed me. I will continue what Dr. Marquez has started in PDIS. I will make certain that all planned projects and activities in this year will be closely monitored so that they will be completed as planned. I hope to assist the President in establishing policy directions and short and long-term plans so that TUP can become a University of First Choice in Technology Education,” said Dr. Labuguen.
