R&E Sector Conducts Forum on GAD

The first Gender and Development activity of the Research and Extension (R&E) Sector of the Technological University of the Philippines, which was the "Introduction to Gender and Development Seminar/Forum," a 2-day live-in activity was held at the Sitio Lucia Resort Hotel and Training Center Conference Hall, in Sta. Maria, Bulacan, last April 15-16, 2010.

All the participants s were officials and staff of the sector, inclusive of the following three (3) offices, the Integrated Research and Training Center (IRTC), University of Extension and Service (UES), and the University Research and Development Service, (URDS).

The first day of the seminar/forum was composed of lectures, question and answer portions and a workshop on the second day.

Speakers and lecturers were chosen from a line-up of professionals who could provide the fundamental concepts of GAD in simple and yet appealing way of lectures. They were as follows:

Dr. Emiliana VR. Tadeo, the former TUP Vice President for Academic Affairs was the Keynote Speaker. She emphasized the meaning of GAD, meanings of the different GAD terminologies, budget, relevance, legal issues and other gender- related problems and concerns. She underscored the multiple burd en, when women do both reproductive and productive work simultaneously, competence of female workers both in doing domestic chores and official chores and likewise as effective partners of men in providing services in either to the government or private sectors. She also tackled the past GAD activities implemented in the University.

Dr. Florida C. Labuguen, Director, National Service Training Program, TUP, enlightened the participants more on the meaning of GAD and of its other terminologies and Gad plans and budget.

Dr. Flaviana H. Baluyut, Dean of the College of Liberal Arts, TUP, was the first lecturer o f the day. She spoke of the inequality between men and women in the workplace wherein she emphasized the stereotyped behaviour and role of women and men in and out of the family homes and in the workplace. She described fully their multiple burdens, marginalization and women's subordinate position brought about by what is called as the "Filipino culture."

The second and final lecturer was Ms. Ana P. Ebo, Director, Development Institute for Women in Asia-Pacific, (DIWA). Her lecture covered everything of what is there to know about the basic concepts of GAD and her topic on the gender issues in the workplace. She gave various examples of very obvious day-to-day gender issues that are normally happening in the workplace. Many of them do exist but are not being noticed and given enough importance.


After each lecture, an open forum ensued. Participants were given sufficient opportunity to bring in inquiries, points of clarification on the different issues and concerns in relation to gender such as sexual harassment, bullying, and discrimination in the workplace. On the second day of the seminar/forum, a workshop was conducted. The workshop’s outputs were presented through power point formats by 4 groups of participants.

And the final part of the programme of activities was the distribution of the Certificate of Appreciation to the participants. This seminar/forum was spearheaded by the R&E GAD Focal Chairperson(This Project), Elizabeth J. Galvez. The officials of the R&E sector who provided much support to the project were: VPRE Dr. Nilo S. Salas; Engr. Nenet C. Graza, former VPRE and IRTC Director; Director Buenaventura V. Sabater, URDS; Director Valentino J. Angeles, UES; and Director Felipe Ronald M. Argamosa, IRTC and Director florida C. Labuguen, NSTP. Among the prime movers too were, Prof. Michaela O. Andrada, Prof. Leticia C. Uyaco, Ms. Deebee Michelle T. Beleno, and Ms. Eileen Grace Cabbigat. It was attended by 47 participants, all belonging to the R&E Sector.
